I've been reading a lot in the past couple of days that the US State Department has been applying a much broader interpretation of ITAR to various things including the recent 3-D printed gun plans being available online.

But also that there is a risk of instructors providing training to someone who is not a US citizen running afoul of ITAR. From the law:
§ 120.9 Defense service.
(a) Defense service means:
(1) The furnishing of assistance (including training) to foreign persons, whether in the United States or abroad in the design, development, engineering, manufacture, production, assembly, testing, repair, maintenance, modification, operation, demilitarization, destruction, processing or use of defense articles;

This is an interesting way the Obama Administration might be trying to clamp down on firearms under the radar.

Anyone have any other thoughts or personal experience with this?

Yes, I am a British Citizen and tried to sign up for a CSAT course with Paul Howe several years ago. With a sincere apology, Paul refused and cited the State Dept regulations which prohibited training of non-US citizens by someone with his background.

what is CSAT?

I am Canadian Citizen and have 0 problem with "defensive services" that I acquired. :headscratch

How about the US forces enlisting non-citizen as active troops, trained and sent to the battle? Is that against the law?

Of course, I used to think a Constitutional Amendment could not be unconstitutional, too.

Or arming foreign governments, foreign rebels, running guns to Mexico that end up in the cartels' hands. :lol:

But no problem with the required CHL course? It would be interesting where they would draw the line. I guess since the CHL class isn't a "tactics" based course it may not fall under the same loose interpretation by the State Dept.

Yeap that is Paul Howe's school I believe - I just looked at the website again and it says right there on the front page 'IN ACCORDANCE WITH ITAR REGULATIONS
ONLY US CITIZENS WILL BE ACCEPTED TO PARTICIPATE IN CSAT COURSES.'...
