I am real confused about why this is an issue. If you live in Texas(Texas address on your drivers license) you need to have a Texas CHL. If you live in VA, and have a VA CHL then Texas will recognize that along with your VA drivers license. VA will recognize Texas DL and CHL. Why is this so complicated? You can take the VA CHL course on-line if you want, and if it will give you CHL coverage in some state that the Texas CHL does not. I do not think that anyone should attempt to circumvent the Texas resident licensing requirements by obtaining a license from VA, or any other state they don''t reside in, just to be able to carry in Texas.
I hope that at some point all the states can agree on requirements so we get the same sort of reciprocity as with drivers licenses. That would seem to be some distance away. Until then, abide by the laws where you live. After all, we are supposed to be the good guys. Stop looking for some way to game the system. It only works to everyones disadvantage in the long run.
