I clicked the link and read the article, and the only thing I can imagine is that the Chief thinks that kids (juvenile delinquents) may have guns at home of which their parents are unaware, and he wants to come search for them instead of having the parents search.
Does that make any sense, or explain this at all? Otherwise - why would a person call the police to come search for guns; you know you have one (or more) or you know you don't, how can you be unsure?

I guess you are right and it went right by me. The notion that there might be guns in the house that I don't know about is just so strange, I wanted to ask if this WI place is on Earth or some other planet.

They say they're looking for guns, because no one would call them if they said they will search your home for drugs if you'd like them to.
Of course, during their search for guns, anything else they find that's illegal can be confiscated and the home owner can be charged.
I don't understand why anyone would want to invite a police officer in to see if they can find anything illegal inside. "Yes, hello officer, please come in and see if you find anything that can put me in jail."
