She keeps getting elected because she represents a specific district, with specific problems, only one of many districts located in a specific large city, and a district with an "aggrieved" population which has an enormous propensity to blame their problems on anything but themselves. You've only got to drive a few miles in any one direction to be outside of her district, where you
couldn't vote for her even if you wanted to, and still have to live with the impact of her lunacy.
For instance, per the video, she proposes to nationalize the oil industry. There are refineries (and their jobs) located
just outside of her district. Now, on her own, she lacks the political heft to make it happen. But in the current economic climate, with fuel prices being what they are, and with Congress's inability to draft sensible energy legislation (if it should even be legislated at all), it would be a time like this that a movement to nationalize the oil industry could gain momentum. And if it did, you can bet every last one of the federal aid dollars that pour into her district that Maxine Waters would be maneuvering to become one of the decision makers in the process. Now, tell the (union) blue collar workers who are employed at the refineries just outside of her district, and who may well be Democrats themselves, and who may well live outside of her district and cannot vote for her, that Maxine Waters' policies have no impact on their jobs or livelihood.
