The dog catcher "caught" my dogs in my front yard

The dog catcher drove by while I was working in the garage and the dogs were out front, she stopped and brought them home
she told me it's against the law to have dogs off leash while in the front yard of your own property.
This doesn't sound right, is it?

Front yard is not fenced, I live in the city a suburb of Dallas.

I recall it had to be off the owner's property to be a violation of a leash law. Other factors involved such as "voice control", Registered as in licensed, etc. Also depends on what your government entity has passed in the way of ordinances. My curiosity is piqued, so I'm going to get busy.

...The amendment also added to its existing leash law. It now states: “It is unlawful for any owner to allow an animal to chase vehicles or molest, attack or interfere with other animals or people on public property, be at large or fail to keep an animal under restraint in a securely enclosed or confined area and in a manner that will isolate the animal from the public.”
The amendment also changed the definition of “at large” and “under restraint” to make the requirements more strict.
Dogs must now be on a leash or behind a fence while on or off property. Previously, a dog could be off leash if under effective control, such as voice command.
These changes come in light of an increasing amount of incidents reported of animals at large acting aggressive toward residents and other animals....

It is also not legal in a couple of our local towns. I've lost count of the number of times that I've had dogs loose on their front yards chase me on my bike in the street while the owners were yelling frantically in the background. Unfortunately, those who have control of their pets have lost this battle to those who cannot in some cities.
We have a fenced in back yard. One of our dogs chases up and down along the adjacent street, depending on who or what is out there. I can get cited for excessive barking if animal control observes it.

Did the dog catcher have a warrant? What was she doing on your property? If it's a city ordnance then you better work on getting the law changed and vote for council members that work for the people and not their own agendas.

It all depends on the city ordinance, and/or the the animal control officer. Some ordinances are very vague while others are more specific. You will probably have to look it up and see exactly what it says, and then contact the city for clarification if it is not specific enough. Get a written opinion from the city attorney if possible to keep on hand if he/she gives the green light to having them in your front yard unfenced.

Should have a circle-slash-dog catcher sign on the yard, then it'd be a class B for him to walk on your lawn while "being a dog catcher"....

I am pretty sure that city ordinance will require leash on pets that aren't fenced in.

This was called "fun" when I was a kid. When my next door teen neighbor came back from squirrel hunting, he would give us kids the squirrel's tails. We'd tie them to the very back of our bikes and ride up the street -- the dogs would go absolutely
bonkers, barking and chasing us.
It was great fun -- until we got to the end of the street where it connected to the highway. At that point we had to turn around and try to get back through the big pack of dogs we had stirred up.
Different times, then.
