I've been trying this morning too. No Joy.
I think any one or more of the following are possible. No particular order.
1. Their server is slammed and they can't process all the requests
2. The site admin decided to do mnt. this morning and it hasn't finished yet.
3. Because of the large amount of traffic, DPS cyber attack protocols kicked in and they're blocking everything.

Normally, I would think they would be glad for the revenue burst.

Tried 3 times, hopefully my cards will not see a charge as the payment part timed out. I was able to go through the other information without any issues, just the payment.

I think there is an issue with the payment server. All the rest seems to work just fine.
I tried logging in again and I had to enter all my info again. When I got to the payment system, it just stops working.

I'll remain patient.

Tried a bit ago. My application went all the way through until payment, then error code.

Called "Texas.gov" they say to wait until later in the day and it should be fixed. Whatever that means.

I got down for maintenance.

I'm surprised they tried to go live on Sunday of a holiday weekend. That's a recipe for disaster.

I just renewed and had no problems until the last page that had the barcode and confirmation number - it says application not complete until all documents have been sent (CHL100, a copy of barcode) to DPS.

Ditto here. I guess I'll have to call them. I'll wait until Monday.

It is a little disappointing that, given the significant change and holiday weekend, that they didn't have the web site updated. It should have been easy to anticipate what was going to happen.

E-mail from DPS to instructors had the following note:

" No training is required for CHL renewal. CHL holders will simply apply online and submit the supporting documents for discounted fees or special conditions. NOTE: At this time, the receipt page (CHL checklist) will still indicate a CHL-100 is required. Programming required to remove this language is underway; until the “check list” is updated, applicants may disregard the statement requiring a CHL-100."

Mine said this after renewal. Except I left the barcode out.

See the checklist for additional items that must be sent to TxDPS. Your application will be considered "incomplete" until all checklist items have been received. To assist in the processing of your application, please make sure you include a copy of your receipt page and all of the items on your checklist before mailing.

Below is your checklist of required supporting documentation:
Checklist (or your confirmation email containing the transaction barcode)
CHL-100 Certificate of Training (received from CHL instructor upon course completion)
TxDPS will attempt to use the passport photo and resubmit the fingerprints on file for your renewal application. If either of these items does not meet current quality standards, TxDPS will notify the applicant and a new submission will be required.
Please note:

TxDPS cannot process your application until all Required Items are received.
Send in all Required Items, including checklist, at one time.
Inaccurate or incomplete information will delay the processing of your application.
Required Items must be received by TxDPS within 12 months of your online application. Failure to submit all information within this time period will result in termination of your application. If your information is not received within this time period, your application will be terminated and the fee will not be refunded. (Note: Once any part of the application is received by TxDPS, the application is subject to any deadlines set forth by the notification or request for information from the Department.)
