No rhymn or reason to the wait

Well 7 weeks after mailing materials I finally show up on the grid as back ground check under way. My friend mailed his 2 or 3 weeks after me and got his chl in the mail today. Now he had a chl before and let it lapse so I can see maybe being kicked to the head of the line but by my time line he should still be waiting to be "received". It's great he got it so quick but I'm just trying to understand their process. Does anybody have the inside scoop?
