Completed CHL App Online - Overlooked "Arrests" in Crim His

Greetings!
I have already submitted my application online; DPS website shows "Application processed online. CHL waiting on receipt of final materials." It was only after I submitted my application online, that I noticed while reading a hardcopy application at a later date, the criminal history asks you to list not only any past criminal charges, but also all arrests no matter how long ago or how minor.
I was arrested twice in 1994 when I was young and dumb. Once for a traffic ticket warrant for a defective vehicle part. I was arrested again later that year for having a small chrome-like pipe with a burnt end in my pocket during a party at a house which was visited by city police on a report of underage drinking occuring. I have already visited the County Sheriff's Department (County & City Jail), and the arrest history shows:

It sounds very bad that it says "POSSESSION/DELIVER" yet cuts off the PARAPHANELIA part, so I visited the District Clerk. I obtained certified copies of no records of felony convictions, and a certified copy of a misdemeanor criminal search showing no records of any misdemeanor cases against me, going back seven years prior to the arrests in 1994. I also went to the city PD deparment and obtained the police report from that particular incident, showing I was arrested for "481.125 POSS/DEL PARA," however no case was ever filed in the matter with the District/County Court. The statute of limitations for filing a misdemeanor charge is two years (and they're about 17 years too late). Should I also visit and get certified records from the City Municipal Court showing no misdemeanor charges/cases?
Now, my question: Should I contact the DPS to amend my criminal history, and (since I know the answer is yes), how do I go about doing so? The County Sheriff's Arrest Record document looks very bad, showing POSS/DEL without listing paraphenlia, and makes it looks like it was a drug dealing charge. Do I need to submit that, or will the County/District Certified Court showing no felony/misdemeanor charges do alone? Should I send a voluntary CH-78C listing the arrests (no need for the arrest records to be submitted then) along with the court documents showing no charges were ever filed?
