When am I legal to carry?

My status with the state says that they mailed my plastic last Thursday, but I still have not received it. I'm going to MS tomorrow morning for a week and was wondering if I'm legal to carry without my license in my pocket?

You ar NOT legal to carry until you have plastic on your person.

As has been said many times on this board, a status of 'mailed' just means that it's been sent to the mail room where it was manufactured. A week or more is common.

You're legal to carry in your car in Texas without your CHL under MPA. However, 46.15 says for 46.02 to not apply, you must be carrying your CHL card.

Now that is no longer a penalty if you do not produce your CHL is the above still true?

I read a report that a CHL holder was told by a LEO that he had his CHL (when he could ot produce it) because the CHL was still in the mail.

They should add this to your state issued ID if you ask me. Why another ID?

Because I don't want everyone who sees my DL to know I have a CHL.

exactly! but I think most folks don't even pay attention... I have used my chl in place of my DL in many cases when asked for id by a waitress or cashier, they never catch it...

Yes. Unless you're on your property or in your car or have some other exemption, you have to carry your CHL to carry a handgun.

Texas Penal Code 46.15. NONAPPLICABILITY. says "is carrying a concealed handgun and a valid license issued under Subchapter H, Chapter 411, Government Code"
