Alright, I understand that I have 2 years from the earliest date on my TR100 to submit my application to the lovely CHL folks.
So let's just say that day is 2/10/07, meaning I have until 2/10/09. Does that mean:
1. It has to be postmarked by that date, on its way in?
2. It has to be in their posession on that date?
3. It has to be processed on that date?
I'm just trying to figure out if I need to take the class again or not. Please advise.

The expiration of a TR-100 training certificate is not in the statute; it's a DPS rule. DPS takes the position that they will honor an initial TR-100 for two years, but it must be in their office by the 730th day. Be sure to send it by a method that you can prove when it was received. (Ex. Certified Mail, Return Receipt Requested)
Renewal TR-100's are only good for six months, measured from the date of the course until the date you applied for renewal, not the date your CHL expires. This is in the statute and DPS has to authority to extend that time period.
