Can some one please explain what this Bill means? I have heard from many non-CHL holders that it will open the door for "carrrying a hand gun while traveling without a CHL"?

A CHL holder would not be required to produce the CHL to an LEO. It is to avoid the double-standard of folks carrying in their car and not having to produce any sort of "license" to do so.

That is what I got from a quick-read just now...I suspect that I have worded my response incorrectly.

It has been legal to have a handgun in your car without a CHL since HB1815 went into effect on Sept. 1, 2007. HB410 simply removed the requirement for a CHL to show his/her CHL to a LEO when asked for identification.

HB 410 would not prohibit you from showing your CHL if you want to. It only removes the penalty if someone forgets or doesn't want to. In other words, it holds someone with a CHL to the same standard as an off duty cop or a taxi driver or waitress carrying in their car. It eliminates an obsolete double standard.

so, uh, what's up with "gun" bills and laws being named after gun cartridges?
HB 410? we should call it the Judge bill.

Imagine you and a bunch of people from work are going to lunch and you are driving. You get stopped, and show both forms of ID. Your passengers are going to want to know what that 2nd 93rd including insurance card) was you gave the cop. And if the cop does the usual "Are you carrying now? Where is it?" routine, your officemates may have a different attitude afterwards. And everyone in the office will know you carry.

Are they somehow going to stop your CHL from being tied to your drivers license when the officer runs it? If not then it's probably a good thing to show it anyway. I don't see how this helps CHL's if the officer can still find out that you are a CHL without you disclosing that fact. I can see many upset LEO's.

yeah, well, couldn't have been a cool bill or nuthin'.... *hangs head*

in reference to what HB 410 (shotshell) will do for us, well, I have no issue that an officer knows I have a CHL when he runs my license, but I have a serious problem with him (and the DA) being able to effectively revoke it (by issuing me a Class A Misd) if I don't show it for whatever reason. (I realize that's after the first offense, but ya'll get the point, I hope)
It, in essence, is simply de-criminalizing us. the aforementioned situation posed by Rex is a good one where discretion by the officer would be appreciated, but, if this passes, won't be as much about whether the officer feels inclined to be discretionary.

pose that same situation, and you get the Ofcr that (I believe it was ATX that provided the story) likes to disarm everyone, well, then you may very well be in a serious pickle.

and I don't mean Kosher Dill, either!
