My sister (a CHL holder in Texas) has had to take up residence in Pennsylvania to finish her residency at Penn State Hospital. Her license is going to expire on her b-day this year and is wondering if she can do anything to keep it up. Traveling to Texas to take a renewal course is out of the question due to her schedule. Is there any form of reciprocity regarding classes that she can take there to keep her Texas CHL? Can she transfer her Texas CHL to a Penn. CHL since she is now a resident of Penn.? This may be a stupid question, but I have never had any experience in this area. I assume the answer to all the above questions is, "no", but y'all would know better than I, and I thought it was worth asking.

As a fellow "Texpat" and CHLer, I share the same concern (getting a master's at Pitt). My best advice is to switch to a PA permit rather than Texas. Not only will she still be able to carry back home, it's $36, as opposed to the significantly higher costs in Texas. No class, no muss, no fuss.

If she is a resident of PA now, I would think the best thing for her to do is to obtain a PA CHL.

TX and PA have full reciprocity (per the TX DPS website) so her PA CHL will be recognized here in TX should she come home to visit.

Should she become a resident of TX at some time in the future, it will be a simple matter for her to obtain a new TX CHL.

PA and UT is a good combination and getting both is cheaper than TX alone.

In answer to your first question, no she cannot renew her Texas CHL without taking the class in Texas. However, she can renew up to one year after her Texas CHL expires, but she has to get the renewal application into DPS's hands no later than 354 days after it expires. Otherwise, when she returns to Texas, she will have to start over with a 10 hr. course and a $140 fee.

I agree with getting the PA CHL, but I also suggest that she get the Texas CHL renewed when she comes home for a visit. It's only a 4 hr. time investment.

I wonder now that your sister is no longer a resident of Texas is her CHL even valid? At the least, she would need to apply for a non-resident permit not a renewal of her current permit. I do, however, agree with others - get the PA permit.

If she updated her address, or if her Texas address is a permanent address while she's in school, the Texas CHL is valid.

There's no such thing as a "non resident" Texas CHL, only CHLs with non-Texas addresses.
