Can a red light camera ticket keep you from passing a background check for the chl?

Not unless you have an outstanding warrant for non-payment.

Thanks for the response. I submitted paper work a month ago and I just received a camera ticket in the mail. Didn't think it would matter but thought I'd ask.

I believe they are. However, if not paid you can have a warrant issued for your arrest and that could be criminal.

Transportation Code Section 707.019 specifically prohibits arrest warrants for the civil penalty not getting paid. It also forbids recording the penalty on the driver's license records.

From what I've heard, the only recourse they have for non payment is denying your registration renewal. A lot of counties in Texas have decided that they will renew anyway.

Those are not criminal, they are civil. I have received about 5 of them over the years in Houston and The Woodlands. I threw them all in the trash. Absolute worst thing that can happen to you is they refuse to renew you vehicle registration until you pay. I've never had any issues with that either in Harris County.
