That really sucks!! Did he not understand the laws?.....or did he simply forget he was carrying his firearm? There's a big difference there, especially when a person is used to carrying every day. I don't justify what he did, but I can understand how it could happen.

The best way not to forget your firearm in your bag is not to carry it in a bag.

The easiest explanation is that it's not a good idea not to use your range bag as your carry on - otherwise unintentional on his part
