3 weeks and TXDPS Status not changed???

3 weeks and TXDPS Status not changed???
I sent in all of the documentation for my CHL 3 weeks ago, and I initiated the process online. However when I go to the website, it says:
"License Status: Application processed online. Concealed Handgun Licensing is waiting on the receipt of required materials. Once the application and materials have been received by Concealed Handgun Licensing and processing has begun, a more detailed status will appear on this page. "
I recieved a delivered notification from USPS.
I have tried to call 1-800-224-5744 but the number rings once and then goes instantly to an engaged tone. I have tried the email (rsd_customer_relations@txdps.state.tx.us) and that email address bounced me. I just sent an email to chl@txdps.state.tx.us so I will see if that is more successful.
Any ideas? Is this normal?

My status indicated that they were awaiting documents from me weeks after I had my CHL in hand. We can't consider the online status too accurate.

21 days? If so, then I'd call them on the 22nd day. The DPS has said that it can take up to 3 weeks for an online status to appear. Mine took just over 2 weeks.
As far as the number goes, keep calling it. You'll eventually get through. Then you'll be on hold for 10-15 minutes if you're lucky.

I had my renewal for 2 weeks before the website changed. Don't worry.

Mine was just approved yesterday, and application and required materials received on 1/26. It took three weeks from 1/26 for the status to change to a processing status. It just takes some time.
