Having lived in Carrollton for over 30 years, I think those of you who don't live here are out of line with your comments on the city and possibility the PD. I've met and talked with the Chief. Like all departments, his ideas and tone are not always completely reflected at the street level. As my neighborhood has gone down hill, I have been more engaged with the PD. From a teenage party, who's parents were out of town, that spilled into the street. MIP and drunk in public to new neighbors who think the whole block should hear their music to my patrol LEO who thought my daughter's car was parked too close to city road repairs. I have encountered excellent police work and experiences and some bullies and some who I wondered why they chose this line of work who just didn't seem to care. I read a report that said the CHL had his weapon in the front waistband of his pants. I would guess that he made his announcement in case the LEO saw it. As earlier stated, he was wrong. It doesn't excuse the LEO's action or the action at the station or the harrassment at his house of parking tickets and parking in front. IMHO, the strongarm LEO and the one at the station should be dismissed and the supervisor demoted. Those providing harassment reprimanded. But don't condemd the whole department or city because of a couple of bad apples got through the process. There are far to few people willing to do LEO work that cities are hurting. Standards should be kept high. One problem I have seen repeatly is that LEO's are a "brotherhood" and those "outside" the brotherhood "don't understand" so they stick together when they shouldn't and are over protective and cover up each other's mistakes forgeting that most of us back them up and are on the same side WITH them.

One of the primary tenets of Sir Robert Peel's work on policing was the police must have the support of the general populace. This incident goes a long way in destroying that confidence.

Very good points. They probably apply to most any city with a population over 50,000. It sickens me how ignorant the police are about CHLs. I was pulled over for the first time and I am still too angry to give the entire account. I followed the rules perfectly and told the LEO very calmly that I had a CHL and he panicked. He screamed for me to get out of the car and keep my hands on my head. He frisked me against my car and pulled out my LCP as if he didn't know it was there. It would have been much easier if I'd just kept my mouth shut about my CHL and my LCP. Everything was cool and polite until I said the G word.
Oh and I was pulled over for following too close to a moron who was weaving from lane to lane going 35 in a 65. The LEO told me that the idiot was weaving from lane to lane because I was following too close. I wanted to suggest that the person in front of me weaving from lane top lane going 35 in a 65 was probably drunk, but instead my only words throughout the entire stop were, "I have a CHL and I'm carrying in my front right pocket."
Question of the day: Why would any of us disclose a gun if we wanted to harm a LEO???

Did anyone notice that the video contradicts the police report? This alone should result in the officer being fired and charges filed against him. It is also obvious to me that people high in the organization attempted to cover up the incident. They said themselves that releasing the video would hamper the case against the car dealer. Duh! Of course it would, he didn't do anything wrong.
Some suggested that we did not see the whole video and thus have not heard the whole story. I would bet the farm if there is anything on the video that helps the department save face the chief would have not stalled the release of the video and we would have seen him on tv shouting the innocence of the officer.
The sad thing is we will never know how this turns out. The guy will get his money ($250K min) in exchange for his silence and nothing will happen to the cop because that would mean that the dept was admitting guilt. So remember the name David Tatom because I bet we hear it again in the future.

In 1990, I was helping a couple put gas in their car in a heavy rain, after they ran out of gas on Josey, near Trinity Mills. An officer arrived on the scene as we were finishing up. Before doing anything else, he asked the guy I was helping, "what are you doing in this neighborhood?" At the time, the only reason for asking seemed to be the skin color of the couple. I felt the question was truly out of line. Having known some PD from Carrollton a couple of years earlier, it didn't surprise me.
But I think every city has a few. And as always, power corrupts.

I got a look at that video Friday. The cop was completely irrational, the degree of force used far in excess of what was warranted to maintain control of the stop. My guess is this cop has a low IQ and just lost it. They're defending this guy? That's got to be difficult. City politics get lined out on this one right, the Carrollton cops are going to find out who they are really working for, just like Atlanta, GA cops did following the shooting death of ninety year old Kathryn Johnston in a drug raid. The citizens. Some cops were put on trial, some were fired and some resigned. The remainder were forced to clean up their act.

I just got finished with watching the video.
Although I agree with the member above who stated
that the police had not actually asked for ID yet, I
believe that Mr. Staten felt he was immediately going
to be patted down.
For that reason, he stated that he had a Concealed Handgun
License in an attempt to alert the LEO to his legal status
before the LEO's patdown would have found the weapon.
As we can see by the video, this didn't work out too well.
Perhaps CPD can't tell the difference between an Oak Cliff
gangbanger and a middle class black CHL holder.
