I thought Houston had metal detectors and wands at the gates and wouldn’t let you enter the grounds with a firearm.
Like I said, the property is owned or leased by a governmental entity, so real peace officers don't enforce 30.06 on the property, but thugs do.
This is the first year since 06/07 signs went up that I wasn't able to carry. Neither HPD officer cared that it was government property or that I was volunteer emergency services even after showing LTC and emergency services ID. Had to do the walk of shame back to my hotel to secure my pistol.
I asked them when I came back through if they had received any training from HPD or TCOLE about changes to the LTC laws after the last legislative session, but the response was "I'm not going to argue with you. Enter if you wish but only LE can carry firearms per Rodeo direction". Really ticks me off when LE is working off duty and being paid to enforce local policy that trumps state law.
I wrote an email to the president of the rodeo asking why they were keeping emergency services workers other than LE from carrying. As expected, I didn't receive a response.
My advice is to write a letter of complaint to the Entity owning the property, also name the Rodeo folks and include in the letter that they are violating the law. I would also send copies to a few newspapers in case anyone cared. If that gets you no where, I would then post on the internet the peoples actual names and how they are obviously anti gun. Most likely none of that will work, but you may feel better.
It's too bad the majority of State of Texas legislators are cowards when it comes to the 2nd amendment and law abiding citizens, much less the gun rights of people who have gone through the licensing process such as you and I.

This is doomed to failure. The property is owned by Harris County. The county is now socialist and run by the Democratic Party. Exposing them as a anti-gunners would just be a career enhancement.

Get ahold of HPD internal affairs and complain about their off duty officers violating state laws in an off duty uniformed job. Keep pushing. It’ll be a slow process but hopefully IA and their lawyers will recognize the problem and do something to prevent it in the future. Be sure to mention that this opens them up to lawsuits.
If the matter involves an allegation of criminal misconduct, you may also direct your concerns with the office of the county or district attorney and/or the Department of Public Safety-Office of the Texas Rangers. If there are allegations of civil rights violations, the Federal Bureau of Investigation may conduct its own investigation.

It is illegally posted (County owned property). They have been turned into the AGs office multiple times, but the way AG complaints work, the rodeo is over by the time they get to it and are in compliance since the signs have come down. Really shady stuff going on with this one.
If a vigilance committee kidnaps Art Acevedo, are they immune from prosecution if they release him before the rodeo is over?
So am I understanding this right, The HLS&R is a private owned company. BUT the NRG grounds is county owned. Therefore their 30.06/07 signs are invalid? But the off duty cops who work as security will tell you its against the law to carry?

They didn't say it was against the law to carry. They said it was against rodeo policy to carry. They never acknowledged whether they understood the signs were invalid. In the past, they've acknowledged the signs were unenforceable and let me in. These two were having none of it. I wasn't prepared to be the test case for unenforceable 30.06 signs on public property or for the volunteer emergency services DTP so I didn't attempt to go past them.
I went by the Cutco booth (Cutco makes high end (some say overpriced) knives and such) to see what they had to offer. Well they are prohibited from having actual knives on location, just the handles with a little blunt steel sticking out the business end (so you can at least feel the handle), and lots of nice pictures of knives for your viewing pleasure. The decent chef's knife will set you back around 150 clams, so its a pig in a poke, as it were.
People need to start suing these venues that are illegally posted and start filing suits against any LEO's, Departments, and cities when officers enforce the unlawful postings.
Hit them in the pocket book.

There's no right to private action for illegally posting 30.06/30.07 signs, and no liability for private entities. Prosecuting official oppression (TPC 39.03) is at the discretion of the county/DA, and the AG can only step in with their consent. So don't expect much there either.
My daughter got tickets to a rodeo concert when I was visiting in Houston. From this thread, I knew I couldn't carry, so I didn't. But I forgot the pocket knife I always carry. The X-ray beeped, and I raised my hands to be wanded, cursing myself for being stupid. But the kid with the wand waved me on.
