Can a person get a CHL

If a person is paying back child support can he get a CHL in texas

If you paying, then the way that I see it you can get your CHL. That part of the law is for people that are not paying.

The law says, "has not been finally determined to be delinquent in making a
child support payment administered or collected by the attorney general."

I don't know what that means in legal terms. I would think that someone who was "finally determined to be delinquent" would have received formal notice of that fact.

If you are in a repayment plan with the attorney general's office, and are current with those payments, then you are eligible for a CHL.
