April 23rd: certified mail packet was received by the DPS.
still in 'waiting receipt of materials... ' mode.

I guess your timeline proves that submitting electronically doesn't speed it up any.
4/12/13 - Submitted online application
4/20/13 - CHL class taken
4/20/13 - Fast Fingerprinting done during class
4/24/13 - Required documents scanned and submitted online
