Approximately 110 days after I submitted my package, I have my renewed CHL.
Do I need to send the old one back? Nothing in the envelope from DPS except the new CHL.

I haven't. If you move & chg your address you are supposed to I believe.

The only time you need to send in an old CHL is when you get a modified license (like if you go from revolver only to SA). Otherwise you can just keep the expired one
