Mine was received on the 19th. Still waiting. Background checks in the whole 2 counties I've lived in over the last 5 years are apparently pretty difficult.

I've called. All they said was all that was left was my background checks, and that everything else looked good. Strange. I opened the mailbox today and there it was, the envelope with my CHL card in it. The strange part was that there was no shaft of heavenly light from the sky, and no choir of angelic voices raised in song, which is kind of what I expected.
Oh well, at least the long wait is over now.

Yep. That's what I did today, too. Opened the box and there it was: an envelope from DPS. "Oh, look, here it is." No fireworks, no movement of the earth, nothing.
