I'm not sure; that wasn't clarified during the conversation. Manufacturing isn't done by CHL division personnel so it's out of their control.

If the Average is 30-34 from the time they enter a full packet the average to enter a full packet from the time they receive it must also average 30 days. This is typical "Key Performance Indicator" Monkey-work. They report external from their department that their KPI of turnaround is 30-34 days but there is no metric or attention that full packets sit in the "mail room" for 30 days before someone can "open" them and enter them so the performance clock can start. In reality the average confirmed over and over on this forum is about 50-60 days mailbox to mailbox.

You're wrong. First, I said the time begins when a full packet is received by DPS, not when it is entered into the system. I don't know when it ends. It might be when it actually is put in the U.S. Mail, or it could be when it's turned over to the department manufacturing the license.

My students have been reporting to me that they are getting their licenses in hand in approximately 30 days. (Obviously not all let me know.)

Day 30 since my packet was signed for and still not showing as received online..... However that means at some point in the next 30 more days I'll have plastic issued. :hurry: :hurry: :hurry: (Trying to look at this from a glass half full perspective.)

30-34 days is totally wrong as an average. there may be a very small % getting them in that time frame but not the average. Plus, there's a big snowball effect going on now & they are getting higher volumes of apps everyday. it takes 34 days just to get new apps entered from the date the documents were physically received by their mail room.

DPS has had my app and packet for 32 days now, still not in the system. I doubt I will be getting my plastic in the 50-60 day mark.
2/26-Mailed paper app and packet.
5/20-Plastic in hand.

If you're basing that statement on what you see in this forum, you have to realize that not everyone applying for a CHL gets on this forum and posts their experience with TXDPS. It sure seems like most of us here are seeing the high end of that 60 day target, but it could just be we're the ones looking for a place to vent our frustrations, making it appear "everyone" is frustrated. JMHO.

I will echo fingerman and a few others that it has been just over 3 weeks since the post office delivered my completed application and the status is still showing that they are waiting to receive my documents. I have very low expectations that I will receive my license in the next 2 weeks.

Hopefully I get it within the 60 day window though!
