My guess is (and it is only a guess) is that they batch a bunch of people together and make the actual licenses all at one time. If you were one of the first people in that batch, you wait the longest. Here's hoping that the have a manufacturing batch by the end of this week and that the bunch of us with manufacturing pending are in it.

I checked the website on Tuesday afternoon, and the BGC was still "under review." That part seemed to take forever, although I think it was really closer to two weeks.
Yesterday afternoon, I checked and the BGC was finally complete, and "manufacturing pending" was the only thing left.

Just checked DPS and it says license has been mailed. So it looks like sometimes they update this part and sometimes they don't.
