Called RSD today and set up them calling me back through the menu. They called me back in about 30 minutes after telling me it would be 38 minutes and then talked to a real nice lady. She got my info and put me on hold then returned saying I am in final approval and should be a week or two for plastic in hand. We shall see. Surprisingly though the RSD call was very pleasant.
Maybe calling will help.

If you haven't before, call them at 512-424-7293 between 7 and 7. Sometimes they're so busy you don't get to go through menu after pressing 1. Once you do get through either wait or set them to call back with the menu and see what they say.

I got a call from DPS telling me that they only needed to add my photo together with app then it was on to printer. We will see if 10-14 days from now, will I have my plastics. I asked about the 60 Day period, she told me that that was an approximate turn around time and that the time for processing starts once they receive all paperwork. She also told me that they were still working on mid December and expect delays that it would proably be longer than 60 days from 1/26/2016.
I will update upon new information!
4/19/2016 Update: Called RSD today @ 5:45pm Daniel answered after 40 minutes holding. I told him that I thought I was at 90 Days All in and haven't heard anything and was just curious as to my status. Gave DL and he came back with "you haven't heard from us because we don't need anything further from you, your application has been APPROVED!, give it till the end of the week to get it entered in the system, then 10 to 14 Days to receive it in the mail. Ok, not there yet , but I am practicing my Walley Walk!

Nope. My confirmation of all items email was 1/21 and I see nothing. I called Austin over a month ago and they said that I'd have card in hand by the middle of April. I would like to see more status reports with dates please from people to hopefully see where some of us are standing at this time.

Just got off the phone with RSD, very nice and polite. There has always been a debate on the timeline of 60 days, is it 60 calendar days or 60 business days? Personally I don't care as long as I understand which.
My all in date was 2/16/16 and according to the phone call I am at 47 days (business day ) and 60 days will be May 10th, 2016. This basically boils down to 12 weeks not 6 weeks . I know there will be a lot of you that don't agree with their statement on business days (please don't the messenger). I am just happy to have an answer and have a better idea of when to expect approval.
So I am just going to sit back and wait at least 2 1/2 more weeks .
Hopefully this information helps some of you waiting and wondering.
Just to get ahead of the onslaught:
GC §411.177. ISSUANCE OR DENIAL OF LICENSE. (b) The department shall, not later than the 60th day after the date of the receipt by the director’s designee of the completed application materials:
(1) issue the license;
(2) notify the applicant in writing that the application was denied:
Being that a day is not defined as a business day or calendar day. It seems to leave the RSD the option to interpret the law the way they want to.
