Exactly correct. You MUST go to a UPS hub, and declare your shipment as a firearm. UPS "agents" (ups stores, Staples, etc.) will NOT (and cannot) accept firearms, even for intrastate shipments.

well here is the updated version .
Today me and my uncle went to the FFL in LA,(just a friendly reminder..he is a LA chl holder,and i m a TX chl holder.i m in LA cause of visiting).got it? ok. let me keep talking.thanks.
so he bought a new handgun in LA FFL. And me? of course i couldn't buy any handguns cause of i m not a LA resident.
Tonight when we were having dinner ,we decided to trade both of our handguns with a bill of sale.(Again,my handgun is from TX,his is from LA.)

well.my question is even we were doing a face to face, family trade or as a gift.do we still need to go thru FFLs since we are doing this interstates.it means..he will have to ship his handgun to TX ffl for me to recieve it and i will have to send mine from TX to LA in order to do it legally?

Legally, yes. Since you were in Louisiana at the time, the transfer to him would be simple -- just drive to the FFL and transfer it. The transfer to you would involve shipping to a Texas FFL and your picking it up there.

This is my understanding of the rules, which has been confirmed by others, and is how I gave two pistols to my brothers who live in Minnesota (I took the guns with me to MN and "deposited" them with a Minnesota FFL who held them for my brothers until they complied with the Minnesota requirements for purchasing a handgun (which was about half-way to completing the requirements for the Minnesota concealed permit, which they also did)).
