$400. A machinegun is a machine gun no matter what length the barrel. SBR only applies to Title 1 guns.

Assuming you are talking about AR15 type guns, the only part that has to be registered is the lower. You can purchase the uppers without paying the tax. BUT if you have the short barreled upper and no registered lower in the same place the ATF could claim constructive intent and the it is deep doo-doo time.
