They specifically said that travel time to range is not included in total time

I thought it was supposed to be actual instruction time. However, as long as you list paperwork and travel as their own line items, you're being honest.
I sincerely apologize to anybody I offended by suggesting the Second Amendment also applies to The People who don't work for the government.

If it is not actual instruction time, it is break time. Here is how we handle it:

Registration is from 8:45 to 9:00. Class begins at 9:00.

Photos are taken during the first break, from 10:15 to 10:30

Other paperwork is done during the lunch break, and travel time to the range is the afternoon break, from 5:45 to 6:00.
