Campus carry?

I've been lurking a bit and haven't seen much (if anything) mentioned about campus carry efforts for 2015
-- nothing prefiled, no quotes from representatives, not much mention on arfcom or any of the other usual forums ...

Is it safe to assume that there isn't a chance that campus carry can/will get passed during the 2015 session ?

Forgive me if I'm a bit dense-- when I read through HB308, I only saw references to school sporting events, and didn't see anything specifically permitting CC on campus like 2013's HB972 did.

After re-reading HB308 again I guess making 46.03 inapplicable to CHLs is enough to do it.

Sometimes bills are filed closer to the start of the session for strategic reasons. IIRC there were only a handful of gun bills that were prefiled prior to the 2013 session. Then a bunch were filed right at beginning of the session. Right now is kinda like preseason football - you watch to see if there's a sleeper in the making, but the games don't count until the season starts.

HB308 makes TPC §46.03 "not applicable" to CHLs, so it will no longer be unlawful to carry in school buildings. There will be two stand-alone campus-carry bills filed. They will take care of school policies.

Sadly, it won't matter for me. I am retiring in January, so even if a bill is passed I will never get to take advantage of it.

It amuses me how many people seem to think that a bill's chances are determined by whether or not it's "trending."

It amuses me how many people seem to think that a bill's chances are determined by whether or not it's "trending."

If the Senate keeps the 21 vote rule (2/3), then campus-carry is in trouble again. If Lt. Gov. Patrick changes that rule as he has indicated, then we can get a campus-carry bill to the floor in the Senate.

Well glad to see that this is in the works. I'm aware that "trending" doesn't determine whether or not a bill gets passed, but it's been beaten into my head that in Texas, if a bill isn't introduced very early there's not a chance it'll make it through so I was concerned and I figured that the SCCC folks would have made some nod to this bill. Glad to know I was wrong.

You can wait too late to file a bill, but it's not necessary to file "very early." Bills are not considered in committee in the order they were filed. BTW, I don't even like to see our bills pre-filed.

Prefiling has more to do with making a statement than with actually getting the bill passed. The benefit is that it gives legislators a chance to show what they stand for and to get attention for their pet bills. The downside is that it helps opponents start preparing a response.

A SIMPLIFIED EXAMPLE: You're a State Rep, and you're planning to carry a voter ID bill. You know that opponents are going to focus on the argument that the law would unfairly burden the elderly and the indigent, so you include a provision to require the state to issue free IDs to the elderly and the indigent. If you file the bill on the first day of prefiling, your supporters will get excited about it, and you'll get some good media exposure, but your opponents will see that you've addressed their main argument, and they'll spend the next two months building a new case against your bill. If, on the other hand, you wait and file your bill after the session starts, your opponents will spend those two extra months focusing on the elderly/indigent argument and then have to scramble to come up with a new argument once they see that your bill addresses that concern.

Isnt it annoying to know all the facts about private law abiding citizens carrying guns vs criminals but then hear exemption after exemption and ban after ban.... "oh, but we can't allow it HERE.... or HERE.... or THERE...."
