Does the bill author get to speak before the concurrence vote happens? If so let's hope Rep Phillips gives the speech of his life to prevent R votes from flipping to no.

Still, Phillips, who sponsored the bill in the House, said the changes would not make a huge difference in the enforcement of open carry.

He compared it to driving a car, arguing that police officers cannot stop a driver to simply check if they have a driver’s license. And because open carry would be lawful, officers should not have the ability to stop a person openly carrying.

“If we take the amendment off, I don’t think it’s going to change the law. But with that on there it gives clear direction to law enforcement of what’s allowed,” he said.

any idea when they will get to "items eligible for consent" ??

I have ZERO respect for a "journalist" who can write this:
Last night the House approved campus carry, which would allow CHL carriers to bring handguns on college campuses in areas but let universities to determine where on campus handguns are allowed. That bill now heads to the Senate.
That is plainly false. SB11 passed second reading late last night. It is on the House calendar for today for third reading. Unless and until it passes third reading, it will not go to the Senate. If you are reporting on legislative matters, you should know this.

SB11 just came up on third reading. It's being discussed now.
