I think it's because they both have an excellent shot at passing and they are on the fast track. Also, I don't think the committee really weighs the speakers comments that heavily. The bills already have enough support to get out of committee. I take it they are just going through the steps of the hearing because they have to.

This is all just my opinion.

I thank the pressure from constituents to get these bills to the floor for a vote is what has pushed both of these to the top of the list. If they get these out there and out of the way, which ever way they fall once they go to the floor, then the vote will be recorded and the public can't say the bills were swept under the rug in committee.

I have been listening on and off all day, and I will have to say I am surprised at the sheer number of folks that have showed up to speak "On" SB11 and SB17 and encourage an amendment to make it constitutional carry. I can't see how this could even happen, but I will say that there all lots of people speaking that think it should.

I can't see it happening based on the committee members comments earlier.

I think that one effect of the combined hearing is to dilute or buffer the criticism of these bills, but especially the opposition to campus carry. Part of it is the implied advantage of concealed carry from the criticisms of open carry. Part of it is the comparison of concealed carry proponents compared to the rabid open carry proponents. Part of it is simply the doubly tiring effect of dealing with two issues instead of just focusing on one.
