Bipolar Grandma picks up grandkids at day care and instead of bringing them home to the two year old's birthday party, drives to another town shoots the two children then takes her own life.

This is Connecticut, same as Sandy Hook where they have very restrictive gun laws. Article did not say if it was a legally obtained gun.

People who are not mentally well cannot have access to firearms.

RIP little kids who never had a chance.

Yes, this kind of madness has been going on all along. Humanity has always had bad people, or people with problems, doing violence to others. Until our wonderful mass media system decided that no one should defend themselves and that all terrible incidents should be trumpeted to the world as propaganda to support their position, you just didn't hear much about it. People dealt with those incidents in the area where it happened. Occasionally, an incident might be bad enough to make the state-wide or even national newspapers. After time, people forgot about it and went back about their lives. As exhibit A, I give you the Bath Township Massacre. Easy to look up online.
