While some people may be alarmed that so many California citizens will suddenly be armed with guns, San Bernardino police chief Jarrod Burguan believes there’s nothing to be concerned about.

Appointment booked out to the summer? How ridiculous is that? Citizens having to beg for their rights. It's disgusting.

In CA, permits are issued by the Sheriff in each county. State law authorizes the Chief of Police of a town to do so, but in oractice, virtually all have ceded this activity to the Sheriff. Some counties, in the eastern mountains, non urban areas, are virtually shall issue. Others are "might", some are "rather not" and a few, SF, LA, are "no way!"
They keep electing Sheriffs. The Senators, Boxer and Feinstein, can make life miserable for counties that don't "get it" but they have to be careful not to alienate the voters too much.
