My Texas CHL arrived today at exactly 2:00 PM. The postmark shows that it was mailed from Austin on Friday, 27-May-2011 and the Texas DPS CHL web site indicated mailed on the same day. Maybe they were trying to clear out all the approved CHL's prior to Memorial Day weekend. It only took the Post Office one day to deliver the letter to me in San Antonio. An interesting item is that the return address is zip code 78773, which is the Texas DPS Licensing and Registration Service Office, but the mailed from postmark zip code was 78752. Since the postmark was a machine applied postage mark, maybe 78752 is where the CHL's are actually processed.
Time from the day Texas DPS received my documents to the day I received my CHL was only 38 days total which works out to 28 working days.
My time line was:
1/1/1996 to 4/15/2011......Procrastinated taking the CHL class
4/15/2001......................Registered for the CHL class
4/16/2011......................Attended CHL class in San Antonio
4/17/2011......................Passed shooting qualification
4/18/2011......................Submitted online CHL Application with Texas DPS. Made fingerprint appointment
4/19/2011......................Electronic fingerprints taken. Mailed documents by USPS with Delivery Confirmation
4/20/2011......................USPS confirms delivery of documents to Texas DPS
4/27/2011......................Fingerprints rejected by FBI due to unreadable. Rescheduled fingerprinting with L1.
4/28/2011......................Second set of electronic fingerprints taken by L1 and submitted to DPS.
5/13/2011......................1st update: Background Ck-Under review, CHL-Print pending completion of application review
5/25/2011......................2nd update: Background Check-Completed, CHL-Manufacturing Pending
5/26/2011 .....................3rd update: CHL-Manufacturing
5/27/2011......................4th update: CHL-Mailed
5/28/2011......................Received Texas CHL at 2:00 PM exactly!
Now is time to load up and head on down for a Wally Walk or as we're more likely to do in San Antonio: A River Walk on the River Walk!!

Shhh.... ya'll don't tell anyone, but I have the sneaking suspicion that Ice Life is some sort of engineer. Either degreed or vocational, but an engineer nonetheless...
