Every bill in the House and Senate must be read three times before it is passed. The first reading is in committee. The second reading is on the floor of the chamber. That's when bills can be amended without any special rules. Bills can also be amended on third reading, but they must meet certain criteria. Once a bill passes the third reading it is engrossed. When it passes both chambers, it goes to the Governor for his signature or veto.

Care to explain why 972 is rubbish? It's the same bill that we almost passed in 2011. It de-criminalizes carry on university property and prohibits public universities from establishing any rules to restrict concealed carry. Private universities can adopt rules against carry, but only after consulting with students, law enforcement, faculty, etc. and such rules must be renewed every year. This is a huge step forward. Sure, we're all disappointed at the lack of progress on 700 and 3218, but that's no reason to dismiss 972.
972 lets every university, public and private, opt out. Also, it does not decriminalize, only reduces the severity of carrying on a posted campus
