The instructor is required to keep a copy of all CHL-100s for three years. Once an application is terminated for "no response", the fee for that application is non-refundable & forfeited and the applicant will need to submit a new application & CHL-100 along with another fee.
The applicant is notified once, by mail, of a deficiency in their application process and given 90 days to rectify the problem. It is up to the student to keep track of their time frame. If they haven't received their license within 60 days, they really should start calling or going online to check the status of their application.
