In my case (I have a CHL) I'd like to be able to carry OWB and not have to worry about whether my cover garment is completely concealing my weapon. I CC in a position that gives me excellent concealment, but I also have some problems with my lower back and carrying in this position exacerbates my back issues. I could carry in a different position, but, despite trying many different ways, concealment is not as good and access to my weapon is diminished. Moving to strong side OWB would be a great solution for me, but my usual attire would not conceal this carry method nearly well enough for me to use it in public under current law.

And BTW, carrying a handgun is a right, not a privilege.
Current law treats it as a privilege, but that's what we're trying to fix.

That is a big, no, GIANT chunk of chew. Other than doing away with the 51%-location restriction, I don't see any big targets missing.
I doubt there's any realistic chance of this passing, but, I'd gladly work for it if someone credible told me it could happen legislatively.

Also... If you do away with the need for a license, then 30.06 becomes obsolete, as it only applies to license holders in its current form.
I don't see that addressed here, by intention, I assume.

Making Trespass a Misdemeanor would also be great.
