Seems it would be simple enough to change the use of force laws from "...against another..." to "...against another or another living being..." or add a section that states that all justifications for force against a person also apply to force used against an animal.

Actually, there aren't CHL-specific laws regarding deadly force. Though PC ch 9 is in the CHL-16, it is not CHL-specific. The justifications for deadly force apply to everyone.
