I think that's one of those old-fashoned things where they used to print outdated "news" on sheets of thin paper, and sell them for small amounts of money. This obviously took significant amounts of time, and therefore the "news" was totally out of date by the time it got to the public.
If I'm not mistaken, these archaic forms of disseminating information were replaced by town criers. The news was alot more current because there was no longer a need to print and distribute tons of paper. The main positive of the old system was that the establishment could control the flow of information to their subjects, thereby keeping them content and avoiding displeasantness like getting thrown out of office for utterly failing to do anything you were elected to do.
