Kind of like saying that I have the ability to withhold my Federal income tax check. I just need to have the backbone to live with the consequences of that action.
I was referencing the myth that Texas can, without any resistance from the Fed Govt, secede because we entered the union as a sovereign nation, so we can leave as one. There are people who legitimately believe this to be true, when it is not.
