Yes you can. There are a list of friendly counties contiguous to Ohio where you can be in and out on about 10 minutes. BTW, PA started requiring in person licenses because they implemented a color photograph/laminated card system that is similar to a drivers license. Their old licenses, like the one I still have, was simply a piece of paper with no photo.
