4/11/2014: Plastic arrived
So, it basically took a day short of a month with an approximate 10 delay for new fingerprints. Or right at about 3 weeks if your prints are good (my son's took 3 weeks).
Not as much of a delay as I expected when notified I had to submit new prints.

Got a letter from DPS saying my prints "could not be processed or were rejected by the FBI." Was in for a rude awakening when I made an appointment to be printed. The place I'd used locally for my PE fingerprints has since closed and the closest location for printing is now about 1.5 hours away. The CHL printing was $9.95, the company and process were the same as used for my PE, but the PE prints cost $42. Hmmmmmmm.......

I emailed the checklist on Wednesday and got this response today:
I didn't really expect the response to be this fast.Your CHL renewal application has been received and we do not require any more documentation at this time.

It says on the checklist "Email or Mail this page with ALL of the items listed below." The first item on the list says "this page or your confirmation email containing the transaction barcode." In my case, there was nothing on the checklist except for the checklist and the fact that they're going to try and re-use my photo and fingerprints. Do I have to take any action to send my checklist? That was my original question.
So, I saved the checklist they emailed as a pdf and emailed it back. This is the response I got today:

My son got his in about three weeks. I renewed yesterday and emailed the checklist. My current license expires in August.
