Is there anyone we can talk to about this that is higher up the chain?
Yes, you can call your state senator's office.

That usually gets the license kicked out in a hurry.

6 months. At the 6 month point, they will send you a renewal notice and you're good to go. You do not HAVE to wait for the notice, but 6 months is the earliest you can renew.
