Could someone clarify this for me (Charles?)?

Wouldn't this amendment fail on Constitutional grounds? The state constitution says the Legislature may regulate the wearing of arms. It seems to me that they CANNOT pass it off to the cities.

Could someone explain amendment 9? http://www.capitol.state.tx.us/BillLook ... Bill=HB910

It says "adopted" and reads that a city of over 750,000 can ban open carry.
