A well publicized instance of target selection error would quite likely go a long ways toward helping thugs understand that the downside isn't always on the part of the intended victim.
Since we often think tactically here, I've been giving some thought to this. One thing I think would be wise is to maintain a safe distance (more than arm's reach) from any stranger who approaches you asking for money. A second one is that old bugaboo about awareness. Always scan your surroundings and take note of groups of people that seem to be working in concert. When someone suddenly makes a beeline toward you, quickly take note of where his buddies are before facing him and preparing for a confrontation.
And of course I would value your thoughts on this as well.
