That happened in Wisconsin. We discussed it in this thread.

The difference between that incident and the one linked in this thread is that the guy that was OCing in Wisconsin wasn't alert. He was in white when he should have been in yellow and then gone to orange and red (and maybe black.)

link is to the story about the two guys at a waffle house that OC and stop the robbery because the robbers didn't want to rob the place till they left.
This story confirms what criminals have said in interviews. They choose targets that will present the least resistance. There's no question that if those robbers had entered the store with guns blazing, they could have taken out the two armed good guys. But they almost certainly would have suffered casualties. So they chose to wait until the armed GGs left, so they could rob the place with less risk.
