Thanks for the replies. I didn't expect there to be any issues with open carry of it as it's not classified as a firearm, but wanted to make sure that I wouldn't get to talk to the nearest police officer. Case in point, I ordered it from a manufacturer in Canada and they shipped it to my front door....

Isn't the state fair considered a "sporting event"
When I took my CHL class, I was told that it was illegal to carry in a sporting event. I would consider the state fair to be a sporting event and is therefore illegal to carry there.

Possible location between Waller and Tomball
There is a building located on the corner of 2920 and Kickapoo Rd that has been for sale for over a year. The guy that owns it sold me a building in 2008 for almost half what he was originally asking. I don't know the price, but I don't expect it to be out of the question.
