Yeap that is Paul Howe's school I believe - I just looked at the website again and it says right there on the front page 'IN ACCORDANCE WITH ITAR REGULATIONS
ONLY US CITIZENS WILL BE ACCEPTED TO PARTICIPATE IN CSAT COURSES.'...
