First: Congrats on the baby girl! Now you have a complete family to protect!

Second: The differences between the Gen4 and Gen3 are subtle, and most parts are interchangeable. The grip texture on the Gen4 is nicer (in my opinion), but you will not notice much else externally. You can find a new Glock 17 Gen3 online for about $500, plus whatever transfer fees a local FFL will charge you (between $20-$40 usually). You should be able to find used police trade-in Glock 17s (Gen3) for around $400. Nothing wrong with them at all, and Glocks last forever.

One thing to consider is a .40 S&W Glock (Glock 22 or Glock 23). You can find inexpensive police trade-ins for that too. Some people don't like the snappier recoil, but it is a VERY common caliber in the law enforcement world, so you might find better deals.
