Aninstructor that I happen to know says he will fail someone for a range safety violation regardless of how accurately they shoot.

As the saying goes, "when you need a gun , you need it real fast." The same could be said about the CHL i suppose. Maybe he figure he might need it some day :)
We could speculate forever.

Some reporters have gone through the class just to see what it was like.

In many states, you need a pistol permit to buy a handgun. Maybe he thought that was the case in Texas.

I know one instructor who pre-screens people who want to attend his class, so at least he doesn't get felons or people who can't shoot.

That seems like a good way to avoid unhappiness for everyone involved.
