The way I read it ...
Regarding licensed concealed carry: At the places which are government property which have "no guns signs", the signs have no effect upon a licensee, unless it's a place listed, such as the elementary school, court .... however regarding open carry, municipalities may restrict open carry in public buildings under 18-12-104 (it was 105 that was repealed)
